Does it have a 17MB95S-1 motherboard? Or the manufacturer equipped the TV with 17MB95-2.1 or 17MB95S-1 ?.
The problem on another forum

mainboard: Vestel 17MB95S-1
panel: 231480098 (V236BJ1-LE1)
Serial flash: MX25L1606E
After update from the official Toshiba site with the last version 3.6.3c - wrong colors of the picture."
